I created a new variable but it is not showing up in old records. When i create a new service request, it works fine. Does anyone know how to make the new variable appear for old records as well?

That´s how it is designed. The existing RITMs are not changed if you create a new variable (also because the user couldn´t select any value for it).
You would have to add the variables (and a value) per script to the RITMs but I don´t know any use case why you would need that.
Can you tell us why you need the new variable on the old records?

I tried to use a background script to update the new fields for some old records but it did not work, the value remains blank.
I need new variable on old records because it is still applicable for open records for resolver groups to better classify their requests.

Hi,
You would need to add them to old records by way of script.
