Not able to add members in a Group

Hi, 

I created a group where I added a Manager and Secondary Group Managers and given both of them to itil role also.

and when I impersonates with the Secondary Group Managers then I am not able add member to the Group.

Please suggest.

OOTB you need the "user_admin" role to add or remove users from groups.
