Not Authorized error when creating standard change with no standard changes available

When there are no standard changes in the system yet, and an itil user clicks on Change>Create New>Standard Change, they get a "Not Authorized" message. When someone with the admin role does the same thing, they see an empty catalog.
When a standard change is added to the catalog, the person with the itil role can see the standard change catalog without an error.
I know this is kind of like, "Well, don't have an empty standard change catalog," but I'm wondering if anyone knows why this is happening, and if there is anything that can be done to present the empty standard change catalog to the itil user so they don't get that message while there are no standard changes.

Hi All
I had exactly the same issue. The root cause was that the Service Catalog Category "Standard Changes" was not active.
Therefore check the Service Catalog and the Category records first. Make sure they are active and don't have any "Available For" restrictions.
