On worknotes, only tagged person should able to see comments in which he/she is tagged

I got one requirement where if I tag a person name on worknotes then only that person should able to see the comment and no one else, kindly let me know how

Worknotes are visible to all ITIL users, but mainly visible to the group to which they are assigned. What is the business case for this?
