Phase Completion Restriction within DPR Module

Within DPR Workspace I have a requirement that a phase should be completed only if all the tasks are in closed complete state, although there are OOB policies that I'm using but somehow it doesn't seem to be working,

There is no as such flow for DPR, but I have checked the criteria of Policies mapped with those phases but it's not working as expected
