Predictive Intelligence Workbench - Use Case Templates is showing "No templates to display"

We have a requirement where we need to show list of 3 similar closed incidents and predict assignment group based on short description. We have installed Predictive Intelligence for Incident (com.snc.incident.ml) and Predictive Intelligence (com.glide.platform_ml) plugins but Predictive Intelligence Workbench - Use Case Templates is showing "No templates to display"
Please help.

Install and activate com.glide.platform_ml.workbench plugin , Make sure you have ml_admin role.
Check Workbench Settings → Enable Use Case Templates 

If not working then try to le login and check

I am not able to see com.glide.platform_ml.workbench plugin to install.
Also, Enable Use Case Templates is not available in workbench settings
