Hi,
We would like to provide read-only access to our CMDB for users who do not otherwise use ServiceNow, are we able to do this without requiring a license?
Thanks for any help.

You need to provide itil rights to them to read CMDB?
If they are temporary users, you can just give access and later remove the access.

You can give snc_external role to these users and add this role in read only ACL for your required tables.
Please find below for more details.

Nealona,
ServiceNow allows logged in users to see CI Records by default out of the box without requiring a special role. The default application menu;s for CIs have roles in them, but as long as they are not manage.
For example, here is the default read ACL for the cmdb_ci table OOTB:
You would have to modify the existing one or build a new application/module menu to direct them to the records unless you plan on using URL manipulation to send them directly to tables via hyperlinks outside of the instance.
I would always recommend asking your ServiceNow rep any license questions but I can't imagine why read only access to the CMDB specifically would cost you anything. Now, if you allow them to manage the CMDB...that is a different story and does require licensing.
Ask your rep. They should be the first, last, and only source of information pertaining to your licensing agreement with them.
Hope this helps!

you would have to talk to your sales rep to found out the best method of implementing this and the licensing impact... OOB people not in SF can't view any records.
