"New" button for the Change in the SOW is not working for the ITIL users

"New" button for the change in the SOW is not working for the ITIL users but admin users are able to create new change with the same button. Compared with PDI as well but no differences.

 

Please suggest.

what happens when you click?

It's an OOB UI action in workspace.

Raise a case with ServiceNow if you don't find much details about the issue.
