I have PA plugin installed in my PDI yet there is no data displayed in my DB
Is there something else that needs to be turned on?

I have the same issue so I can't guarantee to fix yours. Maybe this can help you.
First, check your widgets and confirm that they are still scheduled. It sounds like you did this but I want to be thorough.
Next, apparently PA may sometimes return results that ServiceNow didn't expect to accommodate. Here are some support documents that I found for some instances of "No data to display" that might or might not address. Even if they don't address your issue, these documents at least show that ServiceNow didn't catch everything yet:

I'm leaning towards permissions but not sure either.

Did you check if you have data in project table ?
make sure you have records in project table and then try to refresh the dashboard your data might get reflected

then you might have to run the jobs which are precisely called as PA JOBS which can be found in "automated indicator" or "formula indicator" please ope those jobs and run the job by click on "execute now" button .
Usually these jobs are important to collect the data for PA widget and display it .
These run at specific times to collect the data.
i would suggest do both the steps i mentioned and let me know if still the issue exists
