Receiving Content Blocked by Report View ACL despite having the Read access to tables

We recently upgraded to Vancouver and since then the users are not able to view the reports on custom tables and receiving the following error.
Error: Content blocked by ReportView ACLs
System property, 'glide.report.report_view.read_acl' has been set to log. Tried changing it to enforce and ignore too with no luck.
Users already have read access to the tables, however they still get the same error.
there are no report_view ACLs on these custom tables. It is expected that the Read ACL will control if the report to be visible to the user or not and User already has Read access to these tables.
Has anyone experienced similar issue after upgrade to Vancouver?
