Report: Change Request, list Impacted Services/CIs (and if none are present, display empty row)

If I report off the Impacted CIs table, it only shows me if an Impacted CI was related to the change and does not include change requests where no impacted CI was related to it.

If I report off of Change Request table, I don't see a way to display the related Impacted Services/CIs.

Is there a way I can accomplish showing all related Impacted Services/CIs for every change ticket, and if there are none then show a blank row in the report for that change ticket?

Create a report on change_request table and in the related list slect none and impacted ci's

I want to make sure a business application class CI is always present.  How do I add that to the filter?
