This is common when someone leaves organization and they have not changed the ownership of the reports.
Use below Knowledge Article to change the owner using background scripts,
https://support.servicenow.com/kb?id=kb_article_view&sysparm_article=KB0719808
There is a UI policy that restricts changing the owner from classic UI. You can follow this thread, if you want to change from the UI,

Hi @pramn
First, itās not SNOW; itās SN for ServiceNow.
If you have a list of reports, you can ask the admin to change the ownership to use the new ID.
