We have a request on a particular workflow approval to send the approval notification only one person in the approval list.
The other users are there only for backup and would need to open the ticket to approve if necessary.

I'm not sure what you mean by a "Fixed Approver".
This would be Support Group with 4 approvers but only want the notification sent to one user

On this workflow yes, it will always be the same.
