Restricting Problem Ticket Creation

Is there a way to restrict who has access to create/open problem tickets either on their own or from incidents?  We would like to lock it down to only the Operations team and specific users.  We are having individuals open Problems that are not actually problems and would like to lock it down.

I think to achieve the same you would need to create/update "create" ACL
