Sending communication from Flow Designer using an Email Layout

I have a requirement to send a page long set of instructions to the person opening a certain catalog item once the RITM is created. I must also use a predefined company mandated Email Layout. I assumed I needed to set up an email template and use the Send Email action, however after many searches and much reading I'm not sure whether this should be done with the Send Email or the Send Notification action in Flow Designer...or if I even need to create an email template.
Will someone respond and be as specific as possible about how to do this. I'm sure it's probably easy to many of you, but this is another first for me. Thank you.

Personally I would use 'Send Notification' action in Flow Designer. I find it easier to manage the notification and, allows it to be called by other flows/actions.
The company mandated email layout can be built as a template, however, for components of the template that are company specific (eg: company logo, header, footer) and, potentially used by multiple notifications, consider creating an email layout. This allows for the layout to be applied to other templates/notifications.
If you want to keep things simple, don't use a layout/template, just build the notification and use the Message HTML to build the email body.
If you mock up an example of the email (use dummy logo, text, etc) and post here, it would be easier to provide the specifics for a solution.

I am attaching the Email Layout, Email Template, Email Notification and the Send Notification Action screenshots. I am not sure why nothing is is being displayed in the Notifications dropdown list in the Send Notification Action that I am creating in the Workflow. We have many Email Notifications that should be listed.

To use the notification in a flow you will need to change the 'Send when' to 'Triggered'. It should then appear in the notification picker:
