Standard Change Proposal - No Approver present

I cannot get around this error message when submitting a Standard Change Proposal. Manually adding approvers and approving the requests or creating them as admin I cannot get a proposal through. I've added users with Change_Manager role to approve but I still get this message.

Any help as to what I am missing would be greatly appreciated

An additional item you may want to do is "Insert and Stay" the UI Action "Show Workflow" from the change request table.  Then change the table for this UI Action to the Standard Change Proposal table.  This will allow you to see exactly what workflow is executing and the step that it is in for records that don't seem to be behaving correctly.

Seeing as this is 2 YO, you might have already resolved the issue. But I just went through this.

The resolution was that the assignment group that is set on the standard change template needs to have the change_manager role. Then the users/members of that group are set as the approvers when you request approval.

fyi it's the change_management role rather than change_manager
