Standard Change Template

when you apply or save a Standard Change Template that has child Change Tasks associated to it, the Change Tasks get created immediately. My client wants this to stop but the flow doesnt control this. How would I stop the tasks until I want it to push. 

*My client wants Standard Change Template get created AFTER the Change Request.State changes to Implement.

1. please check is standard change template has mapping with task?

2. In OOTB Flow

It does have these steps in our flow. 

So, if you dont need these task, you need to modify the flow.
