Standard Change Template

when you apply or save a Standard Change Template that has child Change Tasks associated to it, the Change Tasks get created immediately. My client wants this to stop but the flow doesnt control this. How would I stop the tasks until I want it to push. 

*My client wants Standard Change Template get created AFTER the Change Request.State changes to Implement.

I am not seeing where to modify it. We still need the task, just not until the state is "Implement"
