I need a clarification regarding standard change templates.

Actually, Users with the ITIL role can view the list of available standard changes and submit change requests.
So, who can be able to create standard change templates and who can be able to see open proposals?

Yes, ITIL users can view and use the templates, but only a Change Manager can create a Standard Change Proposal.

About this task

As an IT technician, you can propose a new change template for a change request that you frequently create. This new template is later sent for approval to the change management team, which reviews the request and approves the template as part of the approval process.

ITIL users can see available standard change templates and submit change requests.

To clarify:

• ITIL users can use existing templates and propose new ones.
• Change Managers are the ones who create/edit standard change templates and review/approve proposals.
• Admins generally have full access to all of the above.

This way, ITIL users focus on using and proposing, while Change Managers handle governance and approvals.
