Stop execution of another business rules

Is there is anyways to stop execution of businesses rules if the update Is happen from another  business rules. Tried setworkflow(false) in before business rules. But it's triggering after update business rules matching the update conditions.

Thanks for your response let me explain in details We are already having before business rules which will copy comments or worknotes to parent whenever its changes. Now there is new requirement to reopen the ticket only if we manually added comments or work notes to parent ticket. Not when it's copied from it's child. We want to make sure the existing flow copying from child to parent should not get impact of this.
