Does anyone know where I can configure notification preferences globally, in essence I want to make some email notification optional to subscribe to however no luck so far. As usual its probably something really simple. 😥
I have been in your shoes but without knowing exactly what you want to do I can only suggest you to check these table to see if you find what you are looking for. It seems to me you understand the notification process and will find your answer.

Having said this, I also think you should look into the SUBSCRIBLE checkmark on the "who will receive" section.
Also investigate the "force delivery" and "mandatory" concepts. You have to add those two to the form.
