UI Action Script that needs to trigger outbound notification xml

I am working on a UI Action and inside the script, what is the better approach for it? here is the conditions: a user needs to manually input a value inside the status field (free text), in the sc_task table then after clicking the UI Action (Update button), it should trigger an outbound notification. and if the value in the status field has been changed but it has same value from the previous one, it should not trigger the outbound notification. how do I make the outbound notification to trigger or do call the other script to trigger it?

Just create a notification and set up the trigger condition as per your need.
Condition: Status is changed

I mean outbound notification in XML dumps not email notification.
