Unable set User Criteria Inclusion for SoW Tier 2 / 3 Landing Page

Hello all, 

I have been trying to set different landing pages on SoW (Service Operations Workspace)

However, when It comes to SoW Tier 2 / 3 Landing Page, I am unable to select user criteria under user criteria Inclusion related lists. Please refer to the screenshot. Can someone please help me to get over this issue?

I was on the wrong scope to adjust the user criteria.
