Unable to rearrange the action bar in Service Operations Workspace

Unable to rearrange the UI actions in the Action Bar in Service Operations Workspace. 

When I change the order of the UI actions, it only changes it in the Agent Workspace but it does not change it in the Service Operations Workspace. 

Does anyone have any information in regards to this?
