Background:
Company policy states that all variable inputs must be Read-Only in the RITM record.
Normal Solution:
In Variable editor, set Permission for Write to 'admin' role or similar
Issue:
As an admin, I am unable to modify the Read or Write Permissions for any variable in the variable editor. When I attempt to move a role from the "Available" options to the "Selected" box, nothing moves. I am able to modify the Create Permissions.
Question:
What could be preventing me from modifying these permissions, even as an admin? I've checked business rules and ACLs, but we have almost 10k ACLs, so I may have missed something.
See attached screenshot.

Try setting the "Write roles" in List View for the variables, and see if that works?
Navigate to Your Variables List, include "Write roles" as one of the columns, and then set "admin".

Did you have to do something to enable this. I have never been able to edit a list field via list layout. I always get "This element type is not editable from the list."

Hi Jenny,
This worked for me. We have just upgraded to New York. I had to change a catalog item created years before me and it had 2 variables with Read Roles and Write Roles defined. I could NOT edit the variable via the Permission tab or directly on the variable. When clicking in the pencil, it would NOT move values from Available to Selected. (I could do it on my Personal instance which is New York).
Anyway, as per your suggestion to use the List View > Item Variables, I added Read roles and Write roles to the list and was able to clear the values defined.
Thank you...Lynne
