user not able to add/remove inactive incident to the change record

After the Yokohama release, users are no longer able to add or remove inactive incidents in the 'Incidents Caused by Change' field on the change record. Previously, users were able to add or remove inactive incidents before the Yokohama release.

Perhaps the ACL on inactive records, can you check and review this?

@sureshp89882164 Please check if the reference qualifier associated with the field and see if it contains active=true check in the reference qualifier. Remove this condition if you wish to fetch inactive incidents.

please compare Yokohama with earlier release and see if any ref qualifier is added or not.
