User unable to show Incidents

we recently upgrade to Washington DC and one of our Help Desk folks is getting this error message when trying to search for an incident on list view.

Part of the query on incident has been ignored because of read security rules on incident.active

Hi John,

Seems like a ACL issue. Can you check ACL of type read on incident table once and the user who gets the error has relevant permissions that satisfy the ACL or not.
