User with no role is not able to approve request

When a request is submitted, it goes to manager's approval. And the manager has no role. hence he is not able to approve the request from :

1) Portal - /sp?id=form&table=sysapproval_approver&sys_id=${sys_id}&view=sp

2) Native - my approvals is not visible

 How can this be solved?

A user without any role is end user, means  view / create the request and incident but to approve the user need specific the approver role or ITIL role.

I'm pretty you need "approver_user" to do approvals.
