Users unable to modify fields on Standard Change Proposal

Our users (w/ itil & change_coordinator roles) are unable to modify the Implementation Plan, Backout Plan, and Test Plan fields when proposing a Standard Change Template.  The fields are visible, but read only as seen in the image below.

I did review our Standard Change Properties, made some adjustments where it seemed appropriate (ie "List of fields that cannot be altered on a Change Request created from a Standard Change Template") but did not have any luck.  

Any ideas what could be causing this?

The problem is attributed to PRB1185542 as noted in KB Number: KB0636146.  Created the ACL as suggested in the document and users are able to complete the Standard Change Proposal as expected.

Yes.  They are listed under the Read Only Fields on the Properties screen.  I did remove them as a test, but had no luck.  I understand that value to indicate those are read only at the point where the Standard Change Template becomes a CHG record.  

 

Sorry, should be listed under Restricted Change Request values (List of Change Request value fields that a user cannot specify via the 'Propose a New Standard Change template' or 'Modify a Standard Change template' record producer)

 

The fields in question are NOT listed under the Restrict Change Request Value section.

Furthermore, admins and change_managers are able to edit the test_plan, implementation_plan, and backout_plan fields when completing the Standard Change Proposal.  This needs to be opened uup to itil and/or change_coordinator roles.
