Successfully assessment instance was created but mail was not triggered? why it is?

in trigger condition I have checked "Trigger randomly" and put probability as "100" due to this email was not generating?

because I checked the user..for the user "Notifications was enable"

Can you check the conditions in notifications if they are satisfying and also check notification body, on preview button if it is rendering successfully?

Yes, I checked all those everything is fine but I didn't understood why mail is not triggering
