Where is plugin ITSM CSDM Best Practice - Quebec?

In the release notes for Quebec, for Incident Management, this plugin is mentioned: ITSM CSDM Best Practice - Quebec (com.snc.best_practice.itsm_csdm.quebec). I have tried to activate on a PDI, but without luck. I even requested a completely new instance for Quebec since my old was upgraded from Paris to be sure it was available, but I cant find it. Is this something that will come with a later patch (only patch0 on PDI´s at the moment)?

To partly answer myself here: The functionality I was looking for was this business rule: Populate Assignment Group based on CI/SO, and it seems to be active in a new Quebec instance, but not in an upgraded (from Paris). Without any connection to the above mentioned plugin though.

It looks like it's not recommended for upgrades, as documented here: https://community.servicenow.com/community?id=community_blog&sys_id=444b69fadb49a810fb4ae15b8a96193e. This is a common customization, and the worry is that this would often conflict with similar features already built separately. I think the reason is because the functionality is spelled out in a suggested development story for partners to implement, so it's likely that many companies that implemented through a partner would have a version of this already.
I have just requested this from Hi since I'm in the same situation. You may be able to do the same.
