which is the best practise to populate assignment group whether CI or Business service on change request form?

Out-of-the-box, it is based on CI (Configuration Item) or Service Offering, and we should use that structure. First, it checks the group in the CI; if not found, it then checks the group in the Service Offering. If both are blank, it does not populate any group
