You need to configure email script to add CC and BCC email and then refer this email script in email template.

In MIM the contacts will be populated to to by default. We do not populate CC and BCC. The framework today does not support mapping which contacts need to be put in BCC and CC. Also, email client template today enforces minimum one contact to be present in to.

Please file an enhancement request with ServiceNow via support, so, that the use case and enhancement can be considered for future releases.

Can you illuminate me on the intended use case here?  I'm failing to understand a use case where the default path is to send email to potentially hundreds of individuals in the "To" field.  We all know that people on blasts like this tend to reply all and suddenly you've got a noise machine happening.

Defaulting to this behavior is bad enough, but why not allow the option of sending individual emails or BCCing everyone?

Is there any hack, fix, script anything, even if unsupported, to redirect the recipients to the BCC rather than TO field? I mean at this point we could copy and paste I suppose then delete the TO field contents but that's arduous and will not please the MIM Team that's having to work with this.  I'd build a client script/button whatever if I could but I've got ZERO develop-ability in the Workbench.  So that's a no go.
