Why deleting a workflow is not getting captured in update set?

When I am deleting any workflow the delete operation is not getting captured in the current update set. Does anyone know reason behind this?

Flows and workflows are a bit weird when it comes to update sets. Like for example to capture a Flow in an update set you need to publish it.

You could just go to the update set and remove the Flow creation, which sounds like the simple option to me. Or is it the case that the Flow already exists, and your update is you just want to delete it? 

Deleting Flows as far as I recall needs to be done directly in the environment. Publishing and unpublishing Flows are captured in Update sets.
