Why deleting a workflow is not getting captured in update set?

When I am deleting any workflow the delete operation is not getting captured in the current update set. Does anyone know reason behind this?

Yes. I had selected correct update set. Also, this issue is for all workflows and not for any specific one. I had verified it by creating and deleting more than one workflows and even in different PDIs.
