Can't Create Knowledge Ownership Group (Zurich)

As in title. Can't create a Knowledge Ownership Group (even with knowledge_admin role assigned).
The glide.knowman.ownership_group.enabled property is enabled, per this documentation:
Activation information
To enable the use of ownership groups, enable the glide.knowman.ownership_group.enabled property. This property is available when the Knowledge Management Advanced plugin (com.snc.knowledge_advanced) is activated. By default, the property is disabled.
When attempting to create an ownership group in our production instance, I see the following error.
Unsure what I'm doing wrong. Any guidance appreciated.

Hi George,
What method are you using to create the Ownership Group? I've just tried in my dev instance which is on Zurich and was able to create without issue. Go to Ownership Groups, and Manage Group. Fill in in the required information (group name, members etc.), and when the request is approved the Group is created.

Yes - that is exactly what I am doing. The result (error stating "You are either not authorized or the cart item is invalid") is the same in both our Prod and Dev instances. Apparently SN administrator error ... the catalog item was not enabled. Appreciate the response.
