"Create Matter" UI Action not appearing for specific categories ( Digital Forensics )

Hi Everyone,
I am facing an issue with Legal Service Delivery (LSD) where the "Create Matter" UI Action is not visible on a Legal Request record.
What i am at :
- I have a Legal Request under the Digital Forensics category (which has both a Request and Matter record producer configured).
- I submitted the request and transitioned its state to Assigned and then Work in Progress.
- Despite the request being active and in progress, the "Create Matter" UI Action is not appearing on the form.
What i am looking for:
- What and why this behaviour.
- What the actual concept of "Promote a request to matter"

- If I am creating a matter ( from native ) , i am not seeing any way to assosiate that matter with a template. ( how How will i acheive this )
- How can i add/change a template to a matter ( already created )
