Can we change header color in Now app

We have a requirement  to customize the header color of Now app modules. Is there any configuration option available to change this oob color.?

Yes, you want to look here.  That is called the Brand Color in System Mobile > Mobile Branding > Client Themes

We have another requirement like color change of "See All" button in all mobile pages. Is that possible in Paris?

You can change that color, but it is going to change the color for more than just "See all".  This is the color setting called "Primary".  See here.  On that page everything with a "2" will be that color.  To specifically change just that, you would want to look at mobile publishing which does have an additional fee.
