how to set up multi level approval for policy exception

Dear community,
I am trying to set up the multi level approval for policy exception. I tried below steps:
- Created approval rule
- set up risk rating as medium
- approval level 1 and approval level 2
- Level 1 - compliance manager
- Level 2 - compliance user
when I create a new policy exception with same risk rating the approval is not triggered in the related list.
kindly help me to set up approval rule (OOB) multi level approval.

I don't think there is ootb solution to configure multi level approvals for policy exception, even we have customized workflow to achieve this requirement.
There is a servicenow capability " GRC Approval Configurator" to configure multi level approval but as of now it is working only for BCM and advance risk as mentioned by our servicenow account executive and they are planning to expand its scope.
