Is ServiceNow ITSM module ITIL4 certified for organisations. If so who certifies that?

so these are 2 diffrent things :

1. ITILv4 > The organizations is recognized by AXELOS, the owner of ITIL, to provide ITIL certification.

2. ITSM > is a servicenow offered CIS-ITSM certification.

ServiceNow ITSM module is not certified by any organizations i believe. As ServiceNow just follows ITIL Framework and the Framework itself is managed and governed by different providers.

ITILV4 certifications are governed by different providers like AXELOS,Peoplecert, Etc.
