Policy exception with source type of issue

When creating a policy exception and select source type of issues, the issue associated is required to be valued from query list. We have over 100 issues currently open, but on the exception record when clicking the query to select an issue, the listing is blank. How do I determine why the listing finds no issues, when I see over 100 open issues.

It's likely due to acl restrictions. Specifically, the issue list is governed by acl that determine which records are visible to users based on their roles and permissions.....
To resolve this, check ACL on the Issue Table... Ensure that the ACL permit read access for the roles assigned to the users who need to view the issues and later confirm that the users attempting to access the issue list have the appropriate roles assigned. If necessary, adjust role assignments to grant the required permissions....
