Provider Notification with Actions

I am looking for information on exactly what Actions accomplish with a Provider Notifications. Cannot find any documentation on how this impacts the Provider Notification flow.

Does the action help determine when this provider notification is triggered? or does this indicate an action the user has to take when they get the provider notification?  Trying to understand what a provider notification looks like if an action is defined.

Your reply does not help. Please provide concrete information about what the "Actions" does, or just leave it. The link to the documentation does not give the answer, which we are looking for. But yes, thanks for "Googleing" ...
