Provider Notification with Actions

I am looking for information on exactly what Actions accomplish with a Provider Notifications. Cannot find any documentation on how this impacts the Provider Notification flow.

I'm also curious about this.  Has anyone used it yet?  The doc is incredibly vague and doesn't explain why this functionality exists, or what one might actually accomplish with it.
