How to appear "Native Translation" setting?

Hi, all!

I'd like to turn on Native Translation in our Xanadu-Patch 4 instance. however, I cannot find the setting field as YouTube hands-on below.

Also I cannot find documents about it. Should I update some plugin?

Does anyone know the answer?
