How can we design an API-based solution in ServiceNow to mirror Group and Group Member data from PROD to lower instances (DEV / TEST), ensuring that newly created or updated groups and their members are synced and retain the same sys_id across instances?

why to have integration?

This should be included as part of the cloning process. After each major release, a clone from PROD to DEV should be performed to replicate the current users and groups
