Got it, can I make active false and use open AI, I know how to connect open AI with servicenow but I dont know how to deactivate the OOTB now LLM model for servicenow.

THis is not the way it work. You just can not inject your own model in Service Now SKILLS.
You have to develop all SKILL if you are not using Now Assist.
You can disable or deactivate Now Assist from ADMIN Console.
I was thinking then why your Org bought it ?
