Best structure to handle Public vs Private content

What is the best structure to handle public (content available to all office staff and field staff) and private (limited access to content - only for specific people) content in the knowledge base?

 

Would it be have two separate knowledge bases (one for public content and another for private content), or have separate folders within the same knowledge base for publish and private articles.

You can either utilize different knowledge bases or utilize the same knowledge base for the content with defined user criteria. In general, I would say it's based on what the knowledge bases contains and who it's for to decide best solution.
