Cascading Filter Not Fully Applying to Indicator in ServiceNow Reports

A cascading filter structure has been created using the following hierarchy: Service Portfolio > Taxonomy > Service > Service Offering. Each filter works correctly when applied individually, and the selected values reflect appropriately in the indicator. However, when two or more cascading filters are applied together, the indicator does not respond as expected—suggesting that the filters are not being evaluated collectively.
We have configured breakdowns corresponding to each filter but does not seem to take effect when combined cascading filters are applied to the indicator.
Additionally, there is inconsistent behavior across visuals that use the same indicator:
In one visual, only one of the cascading filters appears to apply.
In another visual (also using the same indicator), two filters are applied.
This inconsistent filtering is leading to unreliable and unexpected visual outputs.
Note that this problem is only related to indicators
