seems to be Zurich issue
check this KB
Workaround:
1) See who created the report
2) impersonate that person and adjust the users field

The one who created the report is not able to edit the user field.

It sees the scheduled reports table has acl block, its not he user who created the report, but the person who created the schedule is the one that can update the schedule and the users.
