a report which shows percentage of discoverable server CIs from the all operational server CIs

Is there a way to get percentage of CIs from cmdb_ci_server which have most_recent_discovery == in last 30 days out of all server CIs from cmdb_ci_server which have operational_status == Operational
 achieve it? I tried with reports but failed. I would like to add such tile to one of my discovery dashboards.

I wonder if you are updating the most_recent_discovery  in the cmdb, take a look at this, I know it is not direct answer to your question, but if you your process does not update that filed you will not able to create a report from it.
